Step 1. Open a web browser on your computer and go to iCloud.com.
Step 2. Log in with your Apple ID.
Step 3. Select the “Photos” icon.
Step 4. Choose the image you want to download to PC (you can select multiple photos by holding to the SHIFT key).
Step 5. When the photo appears on the screen, a download icon will become available at the top right corner of the browser window. Click it to start the download.

Step 1. Head to iCloud.com, login, and head to photos as detailed in the steps above.
Step 2. Choose the “All Photos” album.
Step 3. Click the “Select Photos” button. It is located at the top of the main “Photos” bar.
Step 4. Hold down the SHIFT key and click the last photos in the album you are copying. By clicking this last image, all photos in the album will be selected. You will know this has happened if the Photos bar says “WXYZ items selected”.
Step 5. Select “Download”.
Step 6. Confirm the download to start the download.
Like with individual photos, the downloaded images will be sent to the location you store files from browser downloads. Furthermore, you could be downloading hundreds or even thousands of images, so the process may take some time.

How to Download All iCloud Photos on Windows
While the above method works for both Windows and Mac, there is another option for users on Windows PC. You can download the iCloud desktop program version. You can download images in the following way:
Step 1. Install the iCloud sync tool onto Windows PC. You can download the app here.
Step 2. Once the service is installed, find and click “iCloud Photos” through the File Explorer on Windows.
Step 3. When the program opens, select “Download photos and videos”.
Step 4. Now you can input a data window for the images you want. For example, from Jan. 1, 2019 to Jan. 1, 2020. Alternatively, you can select single images.
Step 5. The iCloud program will download the photo/s to Windows, located at this path: \Pictures\iCloud Pictures\Downloads\.

Alternative for downloading Photos From iCloud to Mac
If you have a Mac, there is a much easier way to download photos from iCloud. You can do this through the Photos App on your Mac device:
Step 1. Open Photos on Mac and select “EDIT” and “SELECT ALL”.
Step 2. Choose FILE
Step 3. Click EXPORT and then EXPORT PHOTOS.
Step 4. Choose where you want to export the photos onto your system and execute.
Note: For some reason, MacOS downloads the photos in random order.
